DIC is leading a crucial work package in SETO that aims at creating the pathway and paving the road for SETO’s impacts during the project’s runtime. This work package will set the conditions and define the key performance indicators for the project’s technological, economic, social and environmental impacts. DIC leads SETO’s essential tasks, which include: Task 4.4 SETO’s business case and economic analysis, Task 5.2 Open and FAIR Data Management, Task 5.4 Exploitation Strategy, Task 6.4 Quality Management, and Task 6.5 Intellectual Property Management. Moreover, DIC is leading the Quality Management Team that ensures delivering the highest quality results.
BOKU is one of the most innovative universities for sustainability and its departments focus on the research, development and implementation of up-to-date knowledge on sustainable problem-solving approaches from research and engineering practice. BOKU aims to promote international enhance the well-being of society. Life-cycle civil engineering encompasses the design, inspection, monitoring, assessment, maintenance and rehabilitation of structures to ensure their long-term availability and sustainability, with particular attention to technical safety, efficiency and ecology throughout their lifetime. In addition, climate change is currently posing major challenges to the construction industry. This profound change towards a life-cycle oriented planning and maintenance philosophy must be implemented quickly and efficiently in cooperation with all stakeholders. New definitions of performance parameters and performance levels over the entire life cycle are necessary.
BOKU’s contribution to the project includes the design of the reference architecture and the technical specifications of the SETO platform in terms of the sustainable problem-solving approaches outlined above, covering essential aspects such as connectivity, data management, device and user management, as well as environmental, safety and sustainability aspects. In addition, data-driven condition assessment and maintenance concepts for the infrastructure networks are implemented and extended with the elements of safety for the users of the infrastructures and for the environmental sustainability aspects.
The “Opleidingscenter” or training center is an expert center in several business development and business uptake of innovative and/or sustainable solution related fields, such as in the promotion and use of IWW, develop green energy solutions and develop smart logistics. A Research & Innovation Center has arisen within the training centre which has built up EU project expertise through through participation in various projects in the field of logistic solutions.
As the Opleidingscenter is part in a larger network in several European projects there is also a close connection with the research departments of several universities and institutes.
In the SETO project the expert center will work mainly in the WP3 that will start experimenting in the Living Lab with the first available version of the SETO Platform to ensure practical feedback to the system design. The Opleidingscenter will coordinate the ships, urban boats and last mile vehicles and help the partners in developing devices for datagathering of all relevant data in the project and test them in the Living Lab.

In SETO, mainly two tasks will be undertaken by researchers at Université Gustave Eiffel: one related with the certification of roadside weigh-in-motion of trucks (WIM), second on investigations for accurate and reliable timing and positioning using GNSS in satellites denied environment, typically urban.
Established in Ireland in 2016, RDS focuses on exploiting the commercialisable elements of critical infrastructure research.
RDS has extensive international experience in risk and resilience analysis of critical infrastructure, asset lifecycle performance optimisation, structural health monitoring, digital modelling, probabilistic safety assessment and engineering for extremes.
The Public Service of Wallonie (SPW) provides its expertise to the Walloon Government and implements its policies by carrying out the missions of general interest entrusted to it. Through the many actions carried out and the measures implemented within the framework of regional competences, the SPW also acts as an essential partner of local authorities.
Within SETO, SPW brings its expertise in the approval type procedure for direct enforcement by the WIM (Weigh in Motion) system. SPW will perform the required simulations at various speeds and loads, including overloads, and analyse/report the resulting data. SPW will provide the data from the existing testing sites on open roads to validate the direct enforcement WIM system and assess its performance in real-time and real-life loading scenarios.
VIL is appointed by the Flemish government as the single point of contact for the logistics sector and represents more than 600 companies leading innovation in digital transformation, green supply chains, hinterland connection and last mile.
Within SETO, VIL will lead the task of creating the framework for the Living Labs and defining the KPIs that will be used to measure the impact of the technologies within the project. In addition, VIL will valorise the technologies by organising stakeholder workshops.
Atlandes is the concessionaire society for the A63 motorway, located in southwest France and connecting Bordeaux (from Junction 15 of the Rocade) to the border with Spain and Basque Country.
Atlandes is the first concessionaire in France to set the overweight extra charge tolling, and it works closely with enforcement staff on overloaded vehicles. ATL is also building a digital twin of the motorway, including truck behaviour modelling. It will bring its expertise to SETO, especially enforcing overloaded trucks based on WIM data analysis. ATL will offer a unique test ground on the A63 motorway with its new traffic control system and digital twin. Moreover, ATL will conduct an in-depth WIM data analysis to better know truck silhouettes without imaging.
CEREMA is the French major public institution for developing and capitalising on public expertise in the fields of planning, regional cohesion, and ecological and energy transition. It offers unique expertise in the areas of mobility, transport infrastructure, urban planning and construction, resource conservation, risk prevention, road and maritime safety, and the ability to integrate these different skills into developing territorial projects. As a multidisciplinary scientific and technical resource and expertise centre, CEREMA assists in developing, implementing and assessing public policies, at national and local levels.
Within the SETO project, CEREMA assists in developing the recommendations on overload enforcement by WIM. It develops a new axle detection technique using inductive loop’s, it carries out the field tests on the designated sites in France and connect them to SETO’s Living Lab.
Established in Gorizia in 1968, ISIG is an independent research institute recognised by the Italian Ministry of Education an Research, appointed as expert consultant for the Council of Europe – Centre of Expertise for Good Governance and for the Steering Committee for Education (CDEDU).
ISIG operates through scientific and action-research approaches in the areas of good governance, civil participation, security, privacy and ethics, vulnerability and resilience assessment, cultural development, territorial planning, and risk management.
Within SETO, ISIG will take care of the Communication and Dissemination strategy, as well as of soft-enforcement tactics, social KPIs, and policy and research recommendations.
UWL is a consortium of companies, governmental and non-govermental and educational organizations in the field of the promotion of the use of IW, regional and sustainable city distribution. This quadruple helix approach gives us the possibility to check information on the subject, set up pilots and demonstrations.
In the SETO project, UWL will work mainly in the WP3 that will start experimenting in the Living Lab with the first available version of the SETO Platform to ensure practical feedback to the system design. WP3 will utilize our Partnership access to operators, members of the supply chain and other stakeholders (e.g. SETO’s networks by our Partners OHB and UWL). Vehicles such as trucks and barging vessels will be provided and IoT sensors of different kinds (mostly existing sensors, some adapted to new concepts) will be delivered by partners such as ZF-TX, SPW and ATL. UWL will arrange the testing trucks, trailers and cargo to the project in a real life economic viable setting.

When it comes to the SETO project, ZF’s division Commercial Vehicle Solutions brings 25 years of experience in the transport and logistics world. Next to connected devices for several assets such as trucks, trailers, vessels, bikes, etc we deliver also a platform where rich data of the assets and it peripherals can be consulted and shared via API’s. The project team will support in the operational part (installations, trainings, etc) whereas the product team of CVS will contribute in shaping the smart enforcement solution.
Mainflux Labs provides an end-to-end, open-source IoT platform for the cloud-edge continuum and consulting services and expertise for the software and hardware layers of the internet of things technology.
Mainflux Labs’ contribution to the project will encompass the establishment of SETO platform’s reference architecture and technical specifications, covering essential aspects such as connectivity, data management, device and user administration. Our involvement extends to fortifying security through cutting-edge Blockchain technology and decentralized identities. Additionally, we will craft intuitive, user-friendly interfaces for seamless real-time control.
